When market conditions turn or a vessel needs to be taken out of service, choosing the right lay-up location is a critical decision. Eleusis Bay, just west of Piraeus, has been Greece's primary lay-up anchorage for decades and remains one of the most practical options in the Eastern Mediterranean for both hot and cold lay-up.

Why Eleusis Bay

Located within the sheltered waters of the Saronic Gulf, Eleusis Bay offers natural protection from open-sea weather. The bay has three official lay-up areas controlled by the Ministry of Shipping and the Eleusis Port Authority, with a combined capacity for approximately 250 vessels. Vessels are typically tied together in blocks with alternating bow and stern orientation to ensure anchor chains face opposite directions.

For ship agents coordinating lay-up in Greece, Eleusis Bay offers a combination that is hard to match: proximity to Piraeus and Athens (approximately 20 km by road), access to major shipyards (Skaramangas, ONEX Elefsis), oil terminals (HelleniQ Energy at Aspropyrgos), and a well-established local service network.

Hot vs Cold Lay-Up

The choice between hot and cold lay-up depends on how long the vessel will be idle and how quickly it needs to return to service:

Hot lay-up (up to 6 months): Machinery and equipment remain operational. The vessel can return to service at short notice, typically within days. Higher operational costs due to fuel, consumables, and a larger onboard crew, but lower reactivation costs.

Cold lay-up (6 months to several years): Most systems are shut down and preserved. Dehumidification equipment is installed in engine rooms and enclosed spaces to prevent corrosion. Minimum manning for safety, security, and fire watch. Reactivation typically requires 7 to 14 days, longer for vessels laid up beyond 2 years.

What a Local Agent Handles

Coordinating a lay-up operation in Greek waters involves multiple parties and regulatory requirements. An experienced local ship agent manages:

  • Port authority notifications and approvals for the lay-up anchorage position
  • Coordination with Flag Administration and Class society for certification requirements
  • Watchkeeping crew arrangements and rotation during the lay-up period
  • Fresh water, provisions, and stores delivery to the vessel at anchor
  • Sludge and garbage disposal in compliance with environmental regulations
  • Security arrangements in line with ISPS requirements
  • Launch boat services for crew transfers and inspections
  • Coordination with nearby shipyards for any maintenance or repair needs
  • Reactivation logistics when the vessel is ready to return to service

Key Considerations

  • Eleusis Bay is an ice-free port, operational year-round with mild Mediterranean conditions
  • Access to the bay is via either the Pachi Channel (west, near Megara) or the Salamina Navy Channel (south). Prior approval from port authorities is required for transit
  • Bunkering, lubricants, fresh water, technical supplies, and provisions are all available locally
  • Proximity to Skaramangas and ONEX Elefsis shipyards means dry dock and repair facilities are within reach if needed during or after lay-up
  • Athens International Airport is approximately 45 minutes away, facilitating crew changes
